MLV Empire / Services / Mobile app development

One codebase. Both stores. Works offline.

iOS & Android development · Malaysia

Two native teams means two backlogs, two release cycles and two versions of every bug. We build in Flutter, so the app is one codebase and one release — and we build it to keep working when the network does not, because that is where most apps quietly fail.

In short

MLV Empire builds iOS and Android apps from a single Flutter codebase for Malaysian businesses. The engineering team that builds for us ships Flutter in its own products — a staff app for a school management system, a patient app for a healthcare marketplace, a practice app for a law-firm system — and builds offline-first where the job requires it: the restaurant point of sale we sell keeps taking orders through an internet outage and reconciles afterwards. Apps start from about RM15,000, quoted in writing against your scope.

01

What goes into an app we build

The list below is the difference between a demo and something a business can run on.

01.01

Architecture that survives

Shared packages for models, API client, theme and widgets, so screen number sixty costs what screen number six did. This is how the team's own Flutter apps are structured.

01.02

Offline-first

Local persistence, a queue for actions taken while disconnected, and reconciliation on reconnect. Our POS was built this way because a restaurant does not stop serving when the WiFi drops.

01.03

Payments in the app

Real in-app checkout, saved methods and gateway webhooks, on the payment gateway you choose — the part most cross-platform builds skip and then discover they need.

01.04

Push notifications

Delivered, and deep-linked to the right screen. A notification that opens the home screen is a notification that gets switched off.

01.05

Store submission

App Store and Google Play submission, review responses, signing and release, under your own developer accounts.

01.06

An admin side

Almost every app needs a web panel behind it. We build that in the same engagement rather than treating it as somebody else's problem.

02

Why Flutter, and when it is the wrong answer

An honest technology choice, including the cases where we would tell you to hire someone else.

SituationOur recommendation
A business app, marketplace, booking, delivery, internal staff toolFlutter. One codebase, both stores, one backlog. This is the majority of what gets built.
Design-heavy consumer app that must feel exactly like the platformFlutter, carefully — it can get there, but budget for the polish rather than assuming it.
Heavy use of a brand-new OS capability on launch dayNative. Flutter reaches new platform APIs slightly later. If day-one support is the product, do not fight it.
Real-time video, AR, or heavy on-device machine learningNative, or specialists. We would rather tell you than learn it on your budget.
You already have a native iOS app and want AndroidIt depends — sometimes a Flutter Android build plus an eventual iOS migration, sometimes just native Android. We will work it out with you before quoting.

Starting point: a mobile app from about RM15,000, including the backend it needs. Marketplaces, payments, offline sync and multi-role apps cost more. Every project is quoted in writing against its scope before work starts. Prices are in Malaysian ringgit. SST is added where it applies.

03

Apps the team has actually built

These were built by the Asli One Global engineering team that builds for MLV Empire. Client names are not published without written consent, so they are described rather than named. Each is real and each is Flutter.

  • A staff app for a school and college management system that runs alongside roughly seventy-eight web modules, so teaching staff take attendance and enter marks from a phone rather than a lab computer.
  • A patient app for a healthcare marketplace — booking lab tests, scans and home care, with partner and admin web panels behind it, on a NestJS and Prisma API.
  • A practice app for a law-firm system, so hearings and matter updates are entered at court rather than remembered until evening.

Frequently asked questions

Q.01How much does it cost to build a mobile app in Malaysia with MLV Empire?

Apps start from about RM15,000, including the backend they need. The real number depends on the screens, the roles, payments, offline needs and the admin panel behind it, and is quoted in writing against a scope before work starts. Prices are in Malaysian ringgit; SST is added where it applies.

Q.02Do you build for both iOS and Android?

Yes, from one Flutter codebase. That means one backlog, one release cycle and one place to fix a bug, instead of two native teams drifting apart.

Q.03Will my app work without internet?

It can, and for some businesses it must. We build offline-first where the job requires it — local persistence, a queue for actions taken while disconnected, and reconciliation on reconnect. The restaurant point of sale we sell keeps taking orders through an outage.

Q.04Do you handle App Store and Google Play submission?

Yes — signing, submission, review responses and release, published under your own developer accounts so the app belongs to your business.

Q.05Can you build the backend and admin panel too?

Yes, and we usually should. Almost every app needs an API and a web panel behind it, and splitting those across vendors is how integration becomes nobody's job. We build both in the same engagement.

Q.06Is Flutter ever the wrong choice?

Yes. If you need a brand-new OS capability on launch day, or real-time video, AR or heavy on-device machine learning, go native or hire specialists. We will tell you that rather than learn it on your budget.

Q.07Who owns the app you build?

Whatever the contract says, settled in writing before work starts — full assignment of the bespoke work to you, or a licence at a lower price where the core is retained.
